It's not even the fact he was screwing around, it's just the position he was filling. Director of the CIA. I mean these guys (lower grade types) are put through the ringer for even the slightest bit of bad conduct and the head guy is getting away with this? Just another double standard runing around at the very top levels of our intelligence agencies.
